be manipulated by the obama administration. do you think that the numbers add up? >> i think the suggestion that the numbers was cooked is relatively ridiculous. that being said. economists at the labor department will admit freely that there is a lot of margin of error in these numbers. a month after each job report these numbers are revised upward or downward. the question of the number came out of the household survey, 800,000 plus number, there is a lot of margin for error, possibly as much as 400,000. that is admitted by folks within the labor department, as well. i think you can't get too hung up on the overall numbers because typically these are revised upward or downward. that tends to happen a month later when we stop paying attention. >> heather: what will the numbers do in terms of swaying voters' opinions, specifically undecided voter? do you expect to see a change in the polls as a result of this? >> it's a tough question. i generally think the jobs reports do not move as much of opinion of voting public with the amount of noise in the d.c. bubble so to speak. with all the rest

-americans. followup on last night's story about the obama administration urging defense contractors not to issue legally required layoff notices despite impending cuts due to the budget impasse. known as the sequestration. mike emanuel has the update. >> by law they're required to issue layoff notices to employees they may need to cut if the half trillion in automatic cuts known as sequestration take effect january 2. the obama administration told contractors they don't need to follow the warn act issuing layoff notices 60 days out and offered to pay for legal bills if the contractors are later sued. one legal expert says it's not following the spirit of the law. >> the administration is saying until it gives the companies specific numbers, it's not triggered. ultimately, the administration would likely prevail but it would be a close question. >> the warn act designed to protect "workers, fair families and communities requiring employers with 100 or more employees to provide 60 calendar days advance written notice of plant closing and mass layoff affecting 50 more employees at single site of em

in a second obama administration. he is very much looking forward to this. >> you have been pressing the romney campaign for specifics, today we got one specifics suggesting maybe there would be a cap on deductions at $17,000 for mortgage interest deductions, charitable contributions, that's a pretty specific number, what do you think about that? >> i think that the net result is still the same. that is specific, but he has not told us how he will do that without raising taxes on the middle class. even if you're capping deductions, separating them into different buckets with different caps on them. you're still raising taxes on the middle class. even his own economists that he relies on says you can't cut taxes by $5 trillion out paying for it by cutting deductions for people making $200,000 and less. that's just a fact. you can't do it. even if you close every single deduction for people making over $200,000, or $250,000 for families, you're still a trillion short. so he has to tell us how he will do this without increasing taxes on the middle class. so far the math does not add up.
